The European Commission is very much at the heart of the European Union. It undertakes a large number of responsibilities, exercises a wide variety of roles, and is the institution which is most readily associated and identified with the Union's many different activities. The Commission is not only in many respects the most important of the European Union's institutions, it is also the most controversial. Its controversiality arises primarily from the fact that it is in a position to exercise extremely important policy and administrative powers, yet it is an appointed rather than an elected body.
